What is NYER?
NYC’s City Environmental Quality Review Act (CEQR) is a disclosure process that is mandated by the state. Via CEQR, NYC agencies determine if discretionary actions they approve have impacts on the environment.
Although NYC’s Office of Environmental Coordination keeps a CEQR database of files and disclosure documents, often historical context and publicly accessible expert analysis is missing.
NYER is a publication that seeks to contextualize and simplify NYC’s multi-agency environmental disclosure work.
The city’s work paradoxically seeks to protect the environment while supporting urban growth, at times at odds with itself.
